CEPA, in association with GL Noble Denton and PKF, has published a report on Bord Gais Network’s (BGN) gas transmission and distribution revenue controls for the Commission for Energy Regulation (CER), forming part of our review of Bord Gais Network’s expenditure in the forthcoming price control. The report advised on BGN’s transmission and distribution allowed revenue controls for the third price control period (PC3). The report provides an analysis of the transmission and distribution revenue control including our assessment of BGN's outturn (historic) capital expenditure (capex) and operating expenditure (opex) and presents our proposal for capex and opex allowances in PC3. We also reviewed the incentives that the regulatory regime for transmission and distribution created for the network operator.
