To date there have been a number of trials looking at the overall benefits of time of use tariffs, but less attention paid to distributional effects. While noting that further research will be needed as the evidence base expands, Ofgem shone a light on this issue today with its publication of CEPA’s report in which we drew on some of the best available sources to evaluate distributional implications.
A key finding: The ACORN sociodemographic groupings commonly used for distributional analysis shows a much wider range of impacts within these sociodemographic groups than it does between them.
