Kate Mingay joined CEPA in September 2013 as a Senior Advisor. Kate is providing corporate finance expertise to CEPA’s economic and financial policy advisory business primarily in the transport and other UK economically regulated infrastructure sectors.

Prior to joining CEPA she was a Director at the Department for Transport where she built and led a highly regarded in house corporate and infrastructure finance team which brought a new commercial capability to transport investment projects there. Kate has worked on large-scale projects such as the PPP-style Intercity Express Programme, the restructuring of London and Continental Railways (LCR), the subsequent sale of the High Speed 1 concession, and structuring the funding package for Crossrail.  In the economically regulated sectors of aviation and rail, she was also extensively involved in a  wide range of policy and commercial issues around investment, regulatory finance and corporate finance for Network Rail, BAA and NATS.

Kate has extensive financing transaction experience at investment banks SG Warburg/UBS and Goldman Sachs, with particular emphasis on the economically regulated sectors.
