TenneT, the Dutch national electricity transmission network operator, commissioned CEPA to prepare an independent report on the treatment of static efficiency by the NMa, the Dutch competition regulator (now the Authority for Consumers and Markets), in TenneT's price controls. It included analysis of the NMa's application of static efficiency, the implications for investor returns and an exploration of alternative methods for applying static efficiency under incentive regulation that meet with principles of capital maintenance.
