FiberFollowing the New Zealand Government’s third (and final) reading of the Telecommunications (New Regulatory Framework) Amendment Bill on 7 November, the New Zealand Commerce Commission has today published its first consultation paper on its proposed approach to the new regulatory framework for fibre. As part of the new regulatory framework, the Commission will establish new Input Methodologies, the rules, requirements and processes that underpin regulation, for wholesale fibre telecommunications. The Bill requires the Commission to develop an Input Methodology in relation to quality dimensions. This is the first time, across all the sectors it regulators, the Commission has been required to develop a quality dimensions Input Methodology.

CEPA has been excited to assist the Commission on this new addition to the Input Methodologies. The report CEPA prepared for the Commission on the potential scope of the quality dimensions Input Methodology has been published alongside the Commission consultation paper. Stakeholders views on the Commission consultation are due on 21 December.
