CEPA was part of a consortium appointed by the Competition Commission of Singapore (CCS) to analyse the competitive structures of the airline industry in Asia. The study focused on passenger transport, and sought to identify the driving forces acting on the industry and the variety of responses that airlines are adopting to meet these challenges.

CEPA’s role on the project was focused on the increasingly widespread use of airline alliances and cooperation agreements. CEPA provided an evaluation of the net economic benefit of such agreements, based on their impacts on passengers and on airline industry competition. This evaluation drew heavily on an econometric analysis of the impact of alliances on fares and capacity.
