CEPA was appointed by the Evaluation Department at Norad to conduct a process evaluation of NIPI Phase I. The aim was to take stock of NIPI as it begins Phase II focusing on the design of the initiative, the governance and management arrangements/ processes, and the extent to which the initiative has met its stated goals/ results. The specific objectives of the evaluation were as follows:
- Describe and analyse the governance structure, roles and cooperation between key actors involved in NIPI Phase I with respect to efficiency, effectiveness and sustainability.
- Identify the rationale and logic which guided the selection of specific targeted interventions within NIPI and the extent to which they reflect the strategic, catalytic, innovative approaches as stipulated in key NIPI documents.
- Assess whether and to what extent recommendations from the relevant reviews and studies have been considered and followed up, specify lessons learned which may be relevant for the preparation and implementation of Phase II, and evaluate progress made towards delivering a monitoring and evaluation (M&E) system.
- Conduct a process evaluation of 1-2 targeted interventions that will continue in Phase II.
CEPA employed a range of methods and techniques for the evaluation, including a desk-based review of documentation, consultations with a range of stakeholders, field visits to the four NIPI focus states (Odisha, Rajasthan, Madhya Pradesh and Uttar Pradesh), and quantitative analysis for examining NIPI processes and intermediate results.
