Evaluation
We provide economic and business cases or value for money assessments for a range of interventions or services to help our clients understand, through rigorous analysis, what worked well and less well.
Our work allows investors and policymakers to determine the extent to which programmes have achieved their intended impacts and we are often asked to give our recommendations for improvement. We bring our skills in modelling, market dynamics and impact measurement, as well as our extensive knowledge of country-specific sectoral structures and finance systems, to undertake economic evaluations and reviews.
We undertake qualitative and quantitative analyses to assess programme performance, value for money, impacts on the economy and the efficiency and effectiveness of programmes and spending by governments, multilateral and bilateral agencies, donors, foundations; and international NGOs.
CEPA draws on its broad methodological expertise to provide evaluation services that are wide-ranging both technically and geographically. We conduct a range of evaluations including prospective evaluations, mid-term evaluations, end-term evaluations and strategic reviews.
We have experience of undertaking rigorous analysis for our evaluations, using a combination of qualitative and quantitative approaches. Our quantitative skills include analyses of large public data sets and organisation-specific data as well as regression techniques. We employ mixed evaluation methods to help ensure our findings are well-triangulated and conducted with objectivity (by minimising bias) and transparency (by adopting logical frameworks to support our conclusions and recommendations).
