CEPA’s Strategy Review of The Global Fund to Fight AIDS, Tuberculosis and Malaria is published

CEPA was appointed to conduct the end-term strategic review of The Global Fund for 2017-22.

The evaluation provides an independent review of progress made on the commitments reflected in the Strategy, the extent to which objectives were met and what were supporting and hindering factors. Three broad objectives set out the purpose and intended use of the review:

  1. To assess the extent to which the Strategic Objectives of the 2017-22 Strategy have been achieved.
  2. To assess the degree to which Global Fund initiatives, policies, systems and processes played a role in ensuring the relevance, coherence and effectiveness of The Global Fund Strategy.
  3. To make actionable recommendations for the implementation of the 2023-28 Strategy and planning process for Grant Cycle 8 (GC8, 2026-28).

This is the first evaluation conducted under The Global Fund’s new evaluation function.

The Global Fund Independent Evaluation Panel endorsed the evaluation and provided a number of positive comments on the quality of the report.

The Secretariat noted in its management response that it “welcomes the Strategic Review 2023 and expresses appreciation for the strong collaboration with the new Evaluation and Learning Office (ELO) as well as for the significant amount of work conducted by the evaluators”.

The CEPA team responsible for the evaluation was led by Kaveri Kumar, project managed by Suzanne Fournier and included the evaluators Christian von Drehle, Milca Agbenou and Anisa Hasan-Granier.
