Evaluation of Gavi Phase II
A consortium led by CEPA carried out the second evaluation of Gavi. The evaluation assessed Gavi’s performance since inception, focusing on the period between 2006 and 2009. This large scale evaluation focused around two key questions: ‘To what extent has the Gavi Alliance met its strategic goals?’ and ‘To what extent has the Alliance added value at the global and country levels, over and above what would be accomplished without the Alliance?’
An important component of the review was an assessment of the effectiveness of the organisational structure and functioning of the PPP model of the Alliance. This included a review of the roles and responsibilities as well as delivery by Gavi’s technical assistance partners – WHO, UNICEF and the World Bank. The review also encompassed a comprehensive assessment of the various Gavi programmes and the working with Gavi partners in supporting countries in developing their proposals and implementing approved grants.
