TERG / Global Fund HIV primary prevention review
The Global Fund Technical Evaluation Reference Group (TERG) commissioned CEPA to conduct a review of the Global Fund’s investments in HIV primary prevention. The aim of the review was to identify what the Global Fund can do differently to improve and strengthen its support for HIV primary prevention programmes and support countries in taking this to scale.
CEPA undertook desk-based research, key informant interviews, quantitative analysis, and conducted a portfolio analysis of the 25 Global Prevention Coalition countries as well as eight country case-studies (which included Botswana, Cote d’Ivoire, Ethiopia, Indonesia, Jamaica, the Philippines, South Africa and Ukraine). The review provided analytical evidence regarding support from the Global Fund for HIV primary prevention, implementation of grants in the New Funding Model (NFM) 2 allocation period, as well as looking at funding trends across allocation periods.
The findings and recommendations of the thematic review informed the Secretariat’s work to further improve HIV prevention investments and provided inputs to the development of the next Global Fund strategy.
