Thematic review to assess an approach to investing in resilient & sustainable systems for health
CEPA was appointed by the Technical Evaluation Reference Group (TERG) of the Global Fund to conduct a thematic review to assess their approach to investments in Resilient and Sustainable Systems for Health (RSSH). The scope and objectives of this large scale review encompassed a number of strategic issues on the positioning of Global Fund RSSH within the evolving global health landscape, the overall approach to health systems strengthening alongside disease support by the Global Fund, the effectiveness of Global Fund policies, processes and tools for RSSH, and the functioning of the RSSH partnership environment. We reviewed five investment areas in more detailed analysis, namely community systems and responses, human resources for health, integrated service delivery, data systems and national health strategies, The review included findings based on a range of qualitative and quantitative analyses including from 11 country case studies (Côte d’Ivoire, Ethiopia, Georgia, Ghana, India, Sierra Leone, South Africa, Sudan, Tanzania, Vietnam and Zambia).
The review provided analytical evidence on the implementation of the revised RSSH investment framework that was launched with the Global Fund’s New Funding Model in 2014 and continued into the subsequent funding cycle. The findings and recommendations of the thematic review informed the Secretariat’s work to further improve RSSH investments, particularly in preparation of the next funding cycle.
