Cheryl is a highly experienced economic and policy consultant who has significant experience of managing large projects for international agencies, governments and commercial organisations in the infrastructure sector and in transitional and emerging markets.
Cheryl Baum is a Director in CEPA’s infrastructure and transport sector teams. She is a highly experienced economic and policy consultant who has significant experience of managing large consulting assignments for international agencies, governments and commercial organisations. These have frequently been in the infrastructure sector and in transitional and emerging markets.
In infrastructure, Cheryl has advised donors and international finance institutions on mobilising private finance for infrastructure. For the Global Infrastructure Hub, she prepared a published guidance note on national infrastructure banks and related facilities. Cheryl also managed a review of the niche and market impact of the Private Infrastructure Development Group’s investments for the UK Department for International Development. She is currently managing a project for the African Development Bank to set up credit enhancement facilities for climate impact infrastructure in a number of markets across Africa.
In transport, Cheryl advised the Department for Transport on the development of the performance specification for Highways England’s Second Road Investment Strategy and supported the Office of Rail and Road’s efficiency review of Highways England’s strategic business plan. She also provided advice to the Civil Aviation Authority on developing business plan guidance for NATS En-Route PLC (NERL) for Reference Period 3, and undertook a cost allocation study and non-regulatory income review of NERL.
Prior to joining CEPA, Cheryl was a senior strategy manager in the Policy and Markets team at the Carbon Trust. At the Carbon Trust, she managed projects in Mexico, Brazil, and China, including the design of a large energy efficiency programme for Mexican SMEs. She also co-authored a study for the World Bank on Building Competitive Green Industries: The Climate and Clean Technology Opportunity for Developing Countries.
Previous to the Carbon Trust, Cheryl was a senior manager at Adam Smith International in the Infrastructure and Climate Change practice where she managed projects in the energy, water and Information & Communications Technology (ICT) sectors in Sub-Saharan Africa and Latin America. Cheryl also worked as an economist at NERA Economic Consulting, her work focused on financial and public policy analysis in the context of litigation and regulation. As an ICT consultant for Infosys Consulting, she worked with large UK based retailers on strategic ICT projects.
Cheryl holds a Master's degree in Public Policy from Harvard University and an undergraduate business degree from McGill University.
