Edoardo Lanfranchi joined CEPA in 2024 after several roles as an economist in the UK civil service, where he advised ministers on several policy areas surrounding energy policy and the UK’s climate agenda.

As an Economic Adviser in the Department for Energy Security and Net Zero, he led the appraisal and cost assessment of the Gas Distribution Networks' proposals for a large-scale hydrogen consumer trial. He also delivered regulatory analysis on the incentives for hydrogen producers under the Hydrogen Production Business Model and led modelling work for potential pathways to convert the gas distribution grid to hydrogen. Prior to this, he delivered economic analysis for the Department for Business, Energy and Industrial Strategy on carbon pricing policy, including assessing the impacts of proposed reforms to the UK Emission Trading Scheme, as well as options for carbon pricing in the transport and buildings sectors. He also delivered analysis on aviation decarbonisation, decarbonising dispersed industrial sites, low-carbon heating technologies, and the smart metering rollout.

Since joining CEPA, Edoardo has been working on a range of policy and regulatory issues in the energy sector, advising regulators and governments on a range of issues including cost assessment, incentive design, and preventing market manipulation.

Edoardo holds an MSc in Economics for Development from the University of Oxford and a BA in Philosophy, Politics and Economics from Durham University. His MSc dissertation focused on industrial policy in Ethiopia.
