Emily Sprake
Senior Consultant
Emily works in the energy, transport and water sectors. She has extensive experience gained from working with regulators, governments and companies worldwide.
Emily Sprake is a senior consultant in CEPA’s regulation & competition practice, working across the energy, transport, and water sectors. She has experience of working for client in both the public and private sectors on economic regulation, modelling, cost benefit analysis, and public policy.
Emily has contributed to a number of regulatory determinations in GB and Ireland. This includes supporting Ofgem on the delivery of the RIIO-2 price controls for electricity distribution, gas distribution, and transmission, as well as work for Ofwat, the Civil Aviation Authority, the Office for Rail and Road, and Commission for Regulation of Utilities.
Being part of the team appointed as financial adviser, Emily provides economic and financial advice to Ofgem in relation to offshore electricity transmission assets. She has been involved in the selection of offshore transmission owners (OFTOs) since Tender Round 5, performing detailed reviews and due diligence assessments of bidders proposed commercial and financial structures at both the EPQ and ITT stages. Emily is also part of the teams acting as Capacity Market Auction Monitor and Auditor for the Irish and Belgian electricity markets, respectively.
Emily completed a Master’s degree in Economics and Policy of Energy and the Environment at University College London, and also holds a Bachelor’s degree in Economics from Queen Mary, University of London.
