Erin Fleming
Consultant
Erin joined CEPA as a consultant in 2023 with international policy experience spanning the energy, water and transport sectors. She has since advised both public and private sector clients on economic and financial regulation issues across CEPA's areas of expertise.
Erin Fleming is a consultant at CEPA with experience advising clients on economic policy, regulation and financial issues across the energy and water sectors. She currently co-chairs CEPA's Diversity & Inclusion Working Group.
Within CEPA's energy practice, Erin is currently part of the team providing economic and technical advice on the development of the upcoming electricity network price control, Price Review 6 (PR6). Previously, Erin was seconded to Ofgem to undertake an outturn review of network company performance against a RIIO-ET2 incentive package and advised on its design and implementation for RIIO-3. More broadly, Erin has experience working for governments, regulators and network companies on a range of issues related to energy regulation and policy - including incentive design, regulatory framework development and market arrangements.
In the water sector, Erin recently worked in a team that conducted a cost-benefit analysis and developed an economic appraisal of a major Uisce Éireann drainage infrastructure project.
Prior to joining CEPA, Erin served as Deputy Legislative Director in the New York State Legislature, where she developed innovative policy solutions spanning the energy, water and transport sectors.
Erin holds an MPA in Economic Policy from the London School of Economics and a B.A. in Public Policy & Management (Hons) from the State University of New York at Albany. She was the recipient of the 2018 award for Distinguished Undergraduate Achievement in Public Policy.
