Ivan Viehoff

Ivan has more than 30 years of economic consulting experience. He has mostly worked in energy and transport but has a broad cross-industry view having worked on projects in many other sectors.
Ivan Viehoff joined CEPA as a principal consultant in 2014. He has more than 30 years of economic consulting experience, previously at Booz & Co and NERA Economic Consulting. His skills include policy analysis and evaluation, incentives and performance measurement, market design, project evaluation, cost-benefit analysis, market assessment, restructuring. In recent years he has mostly worked in energy and transport (rail, road and aviation) sectors. But he brings a broad cross-industry view having worked on projects in many other areas.
His recent areas of work include:
- decarbonisation and air quality policy for various transport sectors;
- supporting DfT with the performance specification for Highways England;
- regulatory efficiency studies in rail, airports and highways;
- customer protection issues from air transport to energy retailing;
- airport policy and strategy; and
- railway track access charges and incentives.
Previously, Ivan undertook extensive work on railway franchise procurement, supporting both bidders and government negotiators. He made significant use of skills in cost benefit analysis, risk assessment, cost assessment and financial modelling. He has also managed landmark studies for the EU DG Energy on the benefits of market integration, and international transmission charging. He has also worked on regulatory efficiency studies in several sectors.
Ivan's early career highlights include devising the architecture of the first National Lottery tender contract, and a major contribution to the study that led to the introduction of the use of market methods for radio spectrum management.
