Leandro Arias

Associate

Leandro leads CEPA’s Latin American business. He has more than 15 years' experience and has advised companies, governments and international organisations on sector reform, finance and economic regulation.

Leandro Arias

Leandro Arias joined CEPA as a managing consultant in 2012 and is now an associate. He relocated to Argentina after 10 years in the UK and leads CEPA’s Latin American business from there.

In his more than 15 years of professional experience, Leandro has advised companies, governments and international organisations on sector reform, finance and economic regulation. Since joining CEPA he has focused on the water sector and has led several large projects for Ofwat and water companies. Most notably, he managed a “delivery partnership” that CEPA had with Ofwat to provide a broad set of consultancy support during the 2014 price control review.

Previously, Leandro worked at Oxera where he participated in projects in the communications, energy, financial services, transport and water sectors, dealing with a broad variety of regulatory issues.

Before joining Oxera, Leandro worked at Macroconsulting, undertaking projects mostly in developing countries. For example, he supported the governments of Guinea Bissau and Cape Verde in the creation of multi-sector regulatory agencies, advised several Latin American and African regulators on financial issues and delivered World Bank courses on utility regulation and financial modelling worldwide.

Leandro has an MSc in Economic Regulation and Competition Policy from the University of London (City) and an undergraduate degree in Economics from the University of Buenos Aires. He is a native Spanish speaker and is fluent in both English and Portuguese.
