Mike Woods
Senior Advisor
Mike has significant experience primarily in the transport sector but he also has extensive experience in other asset intensive industries such as water and housing.
Mike Woods joined CEPA in 2018 with nearly 20 years of experience in infrastructure regulation and assurance, focussed on benchmarking, financial modelling and asset management. His experience is primarily in the transport sector but he also has extensive experience in other asset intensive industries such as water and housing. Mike is currently part of the Independent Reporter team for the Core Valley Lines of the Wales & Borders franchise, assessing and attributing costs for infrastructure renewals and maintenance. Mike also advises the Department for Transport, leading negotiations of changes to Train Operating Company (TOC) franchise agreements.
Prior to joining CEPA, Mike led benchmarking in Transport for London as part of the Mayor’s Independent Investment Programme Advisory Group. He set out how London’s transport system compared with that in other world cities, advising TfL’s Board on where improvements could be made, and provided independent scrutiny of the delivery of TfL’s capital programme. Mike also examined over 70 projects including Crossrail 2, the delivery and expansion of London’s cycling network, the introduction of new fleets to London Overground, and improvements in the accessibility and reliability of London Underground, advising TfL’s Board of risks to successful delivery and actions that should be taken.
Mike was previously lead technical adviser to the PPP Arbiter of the London Underground network. Before that, he was a consultant with PwC Consulting, where he specialised in financial modelling – leading the scoping, specification and delivery of financial models
Mike holds a PhD in Aircraft Design, as well as a Bachelor's of Engineering in Aeronautical Engineering – both from the University of Bath.
