Oliver Bubb-Humfryes

Oliver works with regulators, companies, governments, financial institutions, donors and multilateral organisations worldwide. He has extensive experience advising the utility sector in the UK & Ireland and applying public policy economics in emerging markets.
Oliver Bubb-Humfryes is a managing consultant who has supported regulators, companies, governments, development finance institutions, donors and multilaterals across the firm’s regulation and emerging market practices since joining CEPA in 2014.
In the UK & Irish utility sectors (electricity, gas, water and transport) Oliver specialises in network charging, incentive design and price control support. He has worked for regulators (e.g. Ofgem, Ofwat, the Commission for Regulation of Utilities, CAA, Commission for Aviation Regulation) governments, and regulated companies.
In emerging markets, Oliver applies public policy economics in development settings across health, agriculture and infrastructure sectors. His skills include finance-for-development, programme evaluation, policy reform, and donor strategy.
Oliver holds a Master’s degree in Economics from the University of British Columbia, and a Bachelor’s degree (first class) in History & Economics from Oxford University.
