Theo Guthrie
Senior Consultant
Theo joined CEPA in January 2020. Since then, he has worked on energy and transport projects. Prior to joining CEPA, Theo worked at another economic consultancy, where he gained experience within their strategy, competition and public policy practices.
Theo Guthrie joined CEPA as an economist in January 2020. In his time to date at CEPA, he has worked on energy and transport projects. His work has included: assessment of bespoke price control incentives; development of an approach to KPI monitoring in the transport sector; and modelling of a renewable energy market funding mechanism to assess future affordability.
Prior to joining CEPA, Theo worked at Frontier Economics, an economic consultancy based in London, where he gained experience within their strategy, competition and public policy practices. His work included cost benefit analysis for the 2019 spending round, support for a merger approved by the European Commission (EC) and responses to regulators including the Financial Conduct Authority (FCA) and Payment Systems Regulator (PSR) on behalf of private sector clients.
Theo’s academic achievements include an MSc (Distinction) in Economics from University College London and an MA (First Class Honours) in Economics from Edinburgh University. For his third year of undergraduate study Theo undertook an academic exchange to the University of Pennsylvania.
