Anna Vilkuna
Consultant
Anna joined CEPA as an economist in 2022. Her previous experience includes internships at the Fraser of Allander Institute in Glasgow, Scotland and at the European Commission Representation in Helsinki, Finland.
Anna Vilkuna is a consultant at CEPA. Since joining the firm in 2022, she has gained experience in advising on regulatory and policy issues across sectors, including in water, infrastructure, transport and energy.
In the water sector, Anna is part of a team who supported the Commission for Regulation of Utilities over a three-year period in updating Uisce Éireann’s (Irish Water) tariff framework for non-domestic and trade effluent customers. Anna has also assisted SES Water in the development of its regulatory business plan for the PR24 price control.
Her recent work in infrastructure includes providing advice to the World Bank on local currency finance for infrastructure and climate investments and Ofgem on introducing early competition in the construction, operation and ownership of onshore transmission assets.
Anna’s previous experience includes internships at the Fraser of Allander Institute in Glasgow, Scotland and at the European Commission Representation in Helsinki, Finland. As part of the internship at the Fraser of Allander Institute, Anna reviewed literature on the impacts of infrastructure investment on economic growth and urban population dynamics for the Glasgow City Council.
Anna holds an MPhil in Economics from the University of Cambridge and an MA (Hons) in Economics from the University of Glasgow.
