David Jones

Director

David is a Director at CEPA, working across CEPA’s practice areas and specialising in healthcare. He is an economist and policy advisor with 15 years of experience working across the public, private and non-profit sectors.

David Jones

David Jones spent four years working at the headquarters of the National Health Service (NHS England), as Head of Workforce in Strategic Finance and as the Chief Strategic Analyst for the NHS Long Term Workforce Plan. This focused on advice to NHS decision makers and close working with the Department of Health and Social Care (DHSC) around financial planning (including the NHS Long Term Plan and Spending Reviews), staff contract reform, workforce strategy and policy (including the People Plan), temporary staffing, as well as expenditure on pharmaceuticals and public health programmes.

Previously, David worked at CEPA for nine years, which involved managing and delivering projects across the healthcare, transport, energy, water and education sectors. His work focused on economic and financial modelling, cost-efficiency analysis and benchmarking, cost-benefit analysis, analysis of incentives and economic regulation. David provided advice to a range of policymakers and organisations, including government departments, economic regulators, private companies and donor organisations. For example, David managed a multi-project call-off framework contract for the Department for Transport regarding the performance framework for Highways England for the period 2020–2025.

David is a Fellow-in-Residence at the C.D. Howe Institute – a prominent economic think tank in Canada - and an Associate at the Canadian Centre for Health Economics. He was previously a Research Fellow at TELUS, one of Canada’s largest telecommunications and digital health companies. His commentaries on economic policy issues have appeared in various media outlets, including the Globe and Mail, Financial Post and Hill Times.

David studied Economics at the University of Cambridge and holds a Master of Public Policy from the Munk School of Global Affairs & Public Policy, University of Toronto.
